I think the find is more likely to have been French than English (as Mali came under French control in the late 19th century).

I think a good place to start might be J. Desanges, Le Triomphe de Cornelius Balbus 19 BC), Revue Africaine (Algiers), 1957, 101, 5-43 (which I couldn't find on Wayback).

Some basic details for Revue Africaine: [archive.org]. WorldCat thinks it's in Arabic: [www.worldcat.org] . See also [www.sudoc.abes.fr]. See also this (would need going through): [search.openedition.org]

So it may be that the reason that the 1955 cite isn't coming up is that it was originally written in Arabic, and there's a language barrier ...
