I don't know of any texts in spirals being divided in sections like the Phaistos disk. The Etruscan text I referred to has dots that separate the words. The Phaistos disc was designed based on a complex code that encompasses a lot of information. The sections which actually represent whole phrases were chosen so as to comply with some number code. Each section consisted of one or more words. Each word consisted of one or more hieroglyphic symbols. The sections - phrases then formed groups of phrases - sentences.

Now as for Roberta's theory, I don't know if in her book she enforces it providing evidence that backs it up or explains it in more detail. I on the other hand don't bye the 34 men and women performing symbolic rituals idea. I think that the disk or/and kernos probably served a more practical - scientific purpose.
