Which page in particular?

I don’t know how this works in other countries, but my experience in the UK has not been uniformly good.

These are rare books: occasionally they come up for sale, but I’ve been disinclined to part with so much money.

So, it’s a matter of consulting them in specialist libraries. These are rare books, so any photography, they want to do themselves. Trouble is, although the books themselves are out of copyright, the images produced are not. Copyright belongs to the library, and most are so pushed for funding that they will not waive rights: hence it can cost money to use the image, often too much money.

Plus institutions are now looking at this as a way of making money.
