If it was during the 2nd - 3rd cent AD, not unlikely some branches of the lower Rhine delta might have been channelized so you could have horses or slaves pulling along a straight articial embankment. The Roman's did gigantic hydralic engineering of all sorts: artificial harbors like Ostia & Ceasaria, swamp drainage like the Campania etc.
