That's exactly right. Herodotus is constantly warning his reader through the Histories that he only repeating what he has been told. And I'm taking that into consideration. Nevertheless, he does not say that the pyramids were built as tombs for the kings that built them. He only says they ordered them built. Cheops tomb is in no way described as being part of the pyramid (s).
As you say, Herodotus is often only repeating what he was told, and when he's not, he lets the reader know. An example of the latter is the measurement he gives for the GP (800'), I stepped it off myself, he says. So he was out by 44', but still not bad for a rough measurement.
My reason for saying I think the terminus for the causeway to be 2450' is the star map of the pyramids I posted. It shows Cheops causeway heading straight for the star Arcturus, 2450' from the mortuary temple.
The scale is on the map.
