Why weren't they carried in a harness? Probably for the simple reason that there wasn't a single material on the planet that had the tensile strength necessary to perform the task. Keyword "reviewing" that means we dumped it in the wastebasket and hope this will go away. In the meantime, it's open season on any sites that have been approved for demolition. That is until the next site get's blown-up. After that it will move another rung up the bureaucratic ladder.
