Speaking as someone who's been around since the dinosaurs, I remember the tv broadcasting a discussion of the Van Allen belts (which they'd known about for around 10 years) and radiation and the Apollo astronauts... at the time of the Apollo launches. I know that they continue to research since we've developed new materials and new processes since that time.
They're dangerous if you haven't taken precautions and if your orbit keeps you within them.
