It seems this confirms my computations because from a 33 meter value we go to a 31.7 meters values. But since the given value is not in inches - accuracy is not ideal. If the sctructure is not a perfect circle then using a mean radius the perimeter whould come up larger than Dxpi thus a little larger than 99.6 meters. The Earth is not a perfect sphere either.
