According to that, Pepi I's building programme as a whole was devised as a statement of his power at a time when royal power was diminishing, and that of some local officials was increasing.
But I couldn't find out the precise reasons why he chose to build at South Saqqara in that particular location. Maybe Waggy has a better idea ...
