They are different snakes.

Sata is a fairly minor but benevolent deity. Nehebkau is an original "agent of chaos" and is somewhat equivalent to Apep. At some point Nehebkau is reformed/tamed by Re's fingernail and becomes a benevolent deity who guards the gates of the underworld and also sits as one of the 42 judges in the Hall of Judgment.
