I wouldn't be so sure about that. According to Vygus, 049 was also used as a determinative for ‘mound’; for instance, in:

Hence “Unis has come to you, Horus of Shat (Hrw Sat) can be interpreted as Horus of the mound or cake, and considering that a cow pie is both a mound and a cake, the term in question can also be considered a reference to a mound or cake.
