But then Khufu wasn't silly enough to tax the old temples in food to supply the workforce to build the new temples intended to phase the old temples out.

I hold a belief the sabotage ran in a deep undercurrent subverting much of the orders at Amarna. And that this undercurrent was generated and encouraged by the "old order".

Akin to how an Army General can order troop movement, but only the supply echelons can make it actually move.
