There are differences, I agree, between the six and the seven petaled rosettes. For technical reasons, I think, the supporting device (which looks more like an unopened bud rather than a stem or a stick) is shifted to the left under the six petaled rosette whilst the same is centered underneath the seven. Having more room to sculpture six individual petals would emphasize tapered petals IMO. Any more than six would tend to clutter the effect. Whatever the object is underneath both rosettes, it doesn't resemble a stick or a stem. It's rather globular on top, something very similar in shape to a towball (of the towbar variety). Most intriguing.
Sandals are sandals it appears but rosettes, apart from their central circular theme and veined petals, are different. Their protrusions immediately trigger us to count. In this instance however I disagree with Wainwright, that the number 7 had to have significance.
