It looks to me as if the two scribes are preparing scrolls for use. Fellow on the left looks like he's rolling or unrolling one, or perhaps waving it around to dry the ink or sizing used in creating the parchment itself. On the right, a rolled scroll seems to be getting transferred to a reading desk or a scriptorium of some kind.
