Good point. Also there is the problem of what was used for the reflective surfaces.

Another point in favor of the effectiveness for such a device would be the psychological effect of being hit with a blinding ray of light that scorched any exposed skin. The true effectiveness may have been to create chaos on the deck forcing commanders and warriors to seek cover or jump overboard. That would slow the attack enough for defending archers to cover the ship with flaming arrows.
