According to this article, only "half"of the people in New Orleans
have flood insurance. This is a reflection of the sad fact, as
Stephanie noted, poor people, of which 30 percent in New Orleans
were below the poverty line simply do not have insurance.

The picture, which you are talking about, is likely the Twin Span
I-10 bridge between New Olreans and Slidell. Pictures of it have
shown all over the news. The Lake Pontchartrain Causeway is also
missing several spans. The causeway lying adjacent to the I-10
bayway crossing of Mobile Bay was also buckled in places.
However, Wallace Tunnel, which carries Interstate 10 under the
Mobile Bay, is open. Some bridges on US 90 in Mississippi are
simply gone.
