Well, southern California would benefit. Especially the inland desert regions. We're a lot wetter & cooler during an El Nino year. And it would likely help alleviate the persistant drought condition that the Western United States had been moving into.

Tough on South America & the SW Pacific region, though. I understand they get it bad.
