No, Cicely,

This has to be a joke. It isn't showing up anywhere else on a Google search with Kline's name (he is AG of Kansas), and the First Amendment would not allow any state (let alone a state AG) to declare certain books, cartoons, museum displays, etc. illegal. Prior restraint is out. There is no doubt that there are some book burners and nutcases out there, many of whom may well be in Kansas, but I think this is still just funning.
