I don't think that it's cut and dried.
What if the alternative was having them treated (these were all children with HIV, remember) with "established" medicines of known little effect? Or not at all (I assume that foster care programs work on a limited budget, just like the rest of the govt)...?
Mind you, I agree that there should have been a helluva lot more oversight, and that the whole issue is ethically troubling.
But I also feel that the primary intent was to do the best they could for these kids, and if you'll note, FEWER of them died (& none attributed to the medicines being tested) than would have otherwise.
I'd just chalk this one up to "Life's a bitch"..... but for HIV in the first place, not so much how it was dealt with here..... and suggest you be thankful for Navajo attitudes about "family".
