Yes, Sapphire and Steel was made in 1979. I only just found out about it, and I got it on dvd. So far, I've watched two sets out of six. They're very intriguing and compelling; each episode in a set is a little over 20 minutes long, and each succeeding episode adds detail and suspense as it moves along to a conclusion.
This show was never broadcast here in my neck of the USA, so that's why I'm watching it now.
I did manage to see some episodes of The Prisoner over here, way back, but it's much better to watch on dvd in sequence. That is probably the best series filmed for television ever made. It's got real creative genius behind it, namely Patrick McGoohan, and a very brave and daring producer. That series of shows set the standard for what writers and directors could do with tv and the mixing of genres with sci-fi and tech-noir, even prefiguring the incomparable Dennis Potter a bit, though Potter turned more to music and drama in his several brave, tour de force miniseries.
