You might try Proview from Coherent Graphics. It can perform many types of manipulations on pdfs that are not available with Acrobat Professional. Proview can reduce/enlarge pdfs generated from InDesign with embedded tiffs/ai/photoshop images, or reduce/enlarge the size of downloaded pdfs.
As far as working with tiffs is concerned, Photoshop CC has a batch process function that allows you to convert photoshop files or tiffs into pdfs. By the way, how large are your map image files? Are some of them 36.7 by 50 inches in size? Your problem sounds very interesting, so I'll check around to see if there is a workable solution concerning these map tiff files.

You can download a trial version first to see if it works for you. The price of Proview is not expensive at all (about $ 50 US). I use the latest version 1.5, and believe me it has saved me a lot of headaches. I work with Mavericks 10.9.4 and Acrobat X1 Pro 11.0.09.
