Well, when you're out in a street or supermarket or other public space, other people can see you anyway. That's the whole point about being in a public space! So you could think of the cameras as nothing more sinister than a kind of technological extension of other people's eyes. Admittedly, with CCTV, there is a recording as well (although, in most cases, so I understand, this is eventually discarded or recorded over).
