They aren't the only one... purchasing patterns show US Govt Agencies buying very high levels of 9MM Beretta ammo... not just NSA etc... agencies like NOAA 
That's either to head shoot the zombie-pocalypse... or to keep us peasants in line should we get unruly.
Kind of makes you feel a bit betrayed; our govt survival plan includes the psychology "save the VIPs!... oh, that's US!"
