Maybe it has something to do with the security that comes from having <i> la bomba</i> and an ICBM to deliver it. More likely, though it has to do with full trade partnership achieved a couple days after the terror attack on the WTC, and possible 'future considerations' as the Prez said that he was 'talking with China'....</HTML>
