I would think that the Romans who felt they were descendants of the Trojan refugees and use to conduct 'tourist' trips to the site might have built such a tribute. It is possible the original Greeks might have left it there after the city was destroyed - if the stories are true. Seems improbable. As with so much archaeology we must wait for more excavation and science to be done.
