I don't buy the rock holes for food tribute angle at all it sounds like complete nonsense.

Surely it would have been easier to mandate a certain size/type of basket to pay one's taxes in foodstuffs after all the stuff had to be collected & transported anyway.

Certain people could have paid their taxes by producing something of worth instead of pounding holes rocks day in and day out.
