Nero was Caligula's nephew; and he's another reputed monster who may not have been as monstrous as Tacitus and Suetonius described him, according to some historians.

As for Caligula, I find the brain-fever theory quite compelling. Certain kinds of brain injury or encephalitis have been observed to produce striking personality changes, towards psychopathy, messianic delusions of divine mission and even godhead, and a marked increase in charisma. And it does look like Caligula's illness marked a watershed in his reign.
