Clarification on the remen and royal cubit.
The way I see it there are 3 measures of length
20 finger remen
28 finger royal cubit
20 x sqrt 2 finger 'remen' royal cubit
This remen royal cubit was in itself cut in to 28 longer fingers. Hence..

0.739 +-0.004 and 0.728 +-0.001
20.62 / 28 = 0.7364
20.62 / 20 / sqrt 2 = 0.7290
Although you would have 2 royal cubits of 28 fingers those finger lengths would be different on the two rods.
100 khet of rod A = 99 Khet of Rod B (or near enough 0.9899+)
