I'm not quite sure what this means, but I think it's calling for additional equipment that is not in the photo. There is no lifting device attached to the bottom of the hoist. There is a block of stone attached to the bottom of the hoist.
I don't think that qualifies as a lifting device.
According to my reading, the "experts" are calling for the Herodotus Machine, or it won't work.
