According to Keeper of Genesis (Chapter 17), the diagram shows the position of the Sun at "cross-quarter sunrise" between Winter Solstice and Spring Equinox.
Their co-ordinates are screwed anyway. It's what you get from using such an inacurate package like Skyglobe...
