Actually if we look at the first Gregorian New Year being midnight on 1st January 1583 in Rome the midnight culmination of Sirius does appear to be off-set.
The astrologer measure for this that is visual is called the Paranatellonta, or paran for short, we have evidence of it being used up to 13 centuries BC, but has been used for a great deal longer, as shown below:-

Another place this Sirius alignment could have been taken from is Aswan, Egypt, for it is here that the Egyptian priests used to go to check the level of the Nile flooding by the nilometer. so may have used it to view Sirius as well.

I am not a great fan of the Sothic Cycle as it doesn't seem to work for astronomers when you check the dates, Sirius is very high in the sky at sunrise, so is open to criticism, but an Egyptian New Year was calculated on 20th July 139AD, and as the Sothic civil year is 1461 years, this couldn't have fallen during when Cleopatra was alive, thus she couldn't have
