Perhaps the thinking is that this supposed second sphinx was once a sphinx like the one we know, but it got eroded over the millennia (I've not looked at the arguments in any detail).
Herodotus doesn't mention either the Great Sphinx or its putative sibling (but there's some discussion of possible reasons for this in this abstract: [
