A number of things wrong here:
1. Ancient hand stencils were possibly placed on cave walls for ritual purposes that are the subject of continuing scholarly discussion. However, they do not convey some form of message or communication via the medium of handwriting. Therefore, they cannot be described as inscriptions.
2. The image that you included was not of Lascaux, in France (whose art is not 40,000 years old, but 17,000 years old; and is not to be confused with the Chauvet-Pont-d'Arc cave, whose paintings are dated to 37,000 years ago).
3. The image you included in fact comes from the Cueva de las Manos, in Argentina, whose paintings date to between 11,000 to 7,000 BC [Source: not The Independent, but Mariano - Own work

www.independent.co.uk] - in fact refers to caves in Indonesia in which appeared images of hands dating to 40,000 years ago.
5. In very simple language, copyright is not the same thing as royalty payments.
