Yep and they also have to sort out whose names go on what papers, when and who presents them, where they are published and when and who and how the media coverage will be handled. Who gets credit and who gets the blame if things go 'wrong'. With various ministry's involved and foreign governments and company's this will take up a lot of time.
When I use to work for Arab Ministry's the main concern was who got the money, who got the credit, who did the actual work and who would be the scapegoat and also who would be the person to tell the next higher up that success or failure had occurred.
