This is untrue and illogical. They wouldda had no means to lift the stones that didn't obscure the work they were doing as the job progressed. Houdin's theory addressed this problem but was disproven by the 2015 testing whose full results have still not been disseminated. More importantly the gravimetric work from 1989 clearly shows the pyramid was built in steps which agrees with ancient reports.

Any theory that doesn't agree with the known facts is probably wrong. There would have been no steps and no intermediate steps of any nature if they weren't required for the construction or function of the pyramid. We can speculate the king needed a "stairway to heaven" but this would be principally speculation rather than evidence. It is no more meaningful than speculation that the steps were needed to focus EM radiation for communication with nearby stars. We can propose hypotheses that don't include the necessity of steps but then we still must ask how they built the steps and how did they build around them.
