Unfortunately, the articles about it are mute about its purpose.

My best guess is that the giant calico cat is advertising / showcasing the
capabilities of Cross Shinjuku's giant 3-D "Vision Space" billboard on
which it appears. The cat is a catchy way for this advertising company
to demonstrate what can be done with their 3D billboards, which are
biggest in Tokyo.
