Since we know (don't we now?) that gravity was not a barrier, perhaps that would lean one towards problems in quarrying as being the reason for smaller blocks. Maybe blocks having to be transported from a much farther location? Maybe a misinformed "foreman" at the quarry? Maybe a portion of the quarry where a quarry defect either meant smaller stones or a lot of waste getting to the good stuff again? Would they really have just pitched the stones if they showed up at the site being smaller? Maybe the first stones were quarried small and set aside when they were judged too small for the base layers? As a matter of fact, if Anthony's device really changed the speed with which to build the pyramid into an easily doable thing, maybe they began building it and then dis-assembled it (due to the Pharoah, etc. unhappy with its size) and began again with bigger block at the base? Perhaps if we stop thinking of everything they did as having to be looked at as having a special purpose, the simplest reasons would suffice? :-)
